The establishment of Dongtan Eco City, a new, sustainable city on Chongming Island, presents a unique opportunity for Shanghai to lead both China and the World in low carbon innovation and practice.

One of the primary components of Economic growth is Energy supply. Even more important for our collective future is a clean energy supply. The Yangtze STAR (Sustainable Technologies And Renewables) concept is designed to sustainably supply the energy needs of Dongtan Eco City. Combining the best of existing technologies in this area, a number of innovative research facilities for the future, and exemplar awareness raising and education, the STAR is an ideal icon for Dongtan and the World Landmark for low carbon innovation.

The Star will become the World Centre for low carbon awareness, practice, training and research, and a major international venue for conferences on sustainability. As a unique Visitor Centre and Energy Theme Park, it will be all the more impressive for being at the heart of an active living community, pursuing a lower carbon future.

Dongtan City must not become a 'laboratory' in which its inhabitants are seen as subjects of observation and analysis, but appropriate monitoring and measurement integrated into the City's infrastructure will allow them to best optimize the sustainability of their living, and will enable analysts to optimise management and performance, and develop and teach best practice for succeeding communities.

It is anticipated that the Star will be a prime motivation for collaborative research and training between Chinese and British research and educational establishments.
